Forwarded recommendations on usage of Biometric methods and systems in the Afghanistan environment. • Led successful design, development, testing and implementation of components for the Nigerian ECOWAS Electronic Passport project covering biometrics capture, quality control, compression, template conversion, enrolment, identification, verification, searching, duplicate incident management, and redundancy features.

• Orchestrated registration and production of ID cards for 1.2 million people for National Health Insurance Scheme (NHIS) as Systems Architect and Developer. The project featured enrollment via Paper Based scanning of photos and fingerprints with Web Based Text Data Capture interface.

• Oversaw design, development, testing and introduction of a National Health Insurance Management System.

• Performed role of Systems Architect and Developer driving production of a Voters Register featuring full traceability and accountability of 70 million people for the Independent National Election Commission (INEC). At the time of implementation it was the world’s largest biometric database enabling 70 Million OMR forms to be scanned and processed within 4 months.

• Developed an Automatic Fingerprint Identification System (AFIS) for the Nigerian National Pension Fund accommodating over 1 million beneficiaries.

• Designed a Delimitation Manager system for the Independent National Election Commission (INEC) with maps, photos and GPS locations for each PU, Village, Registration Area, Local Government Authority (LGA) and States.

• Developed an Electronic Handheld Voter Registration System and Registrants Collation at Federal Level for the Independent National Election Commission (INEC).

National Election Committee:
Enabled personnel to search the voter’s register more easily by name and other fields overcoming drawback of many names being similar or identical. Performed review and forwarded recommendations on enabling voter's register availability through the NEC website. Provided advice on new hardware, more streamlined voter registration processes, and processes required to facilitate an audit.

The Ministry of the Interior:
Forwarded preliminary evaluation of ID Card registration processes and database focused on ensuring security of data capture and storage, simplifying search ability for multiple entries, and viability of the processes in terms of time, cost and overall management. Recommended improvements to the ID card system and provided input on enhancing system’s search ability. Provided guidance and forwarded proposals on compatibility and principles regarding integrity of integration of civil and criminal databases.

• Examined concept of merging 2 different databases from different companies used to register Cambodians into a Civil Register and provided effective solution.

• Designed a successful solution for NEC and MoI enabling merging of the Civil Register and the Voter Register.
